One of the biggest factors is the OS (Operating System). Android is open source and can be manipulated to anything you want it to be, hell, you can make your own phone with your own personal OS running a-la Kindle Fire. The military has created a modified version of the Android OS which is being developed for multiple agencies and government contractors.
